Can't access photoshop on my new pc.

I purchased Photoshop a while ago for thumbnails. I recently bought a new pc and got rid of my old pc. I logged into my account on Adobe CC and it says I have no active subscriptions and wants me to buy photoshop again. I know that I am paying for it because I just checked my card and was charged recently. I do not even get emails each month about my receipt or photoshop payment which is ridiculous. Because “I don’t have any active plans” I can’t even contact support. Can you believe that? So I am just sitting here getting money stolen from me. I just want to be able to use the photoshop that I am paying for. You would think Adobe would be better.

    use https://helpx.adobe.com/manage-account/kb/unknown-charge-on-bill.html?linkId=100000379229962

to find the account with your subscription.  then check it https://account.adobe.com and confirm your subscription.

then sign out and back in to your cc desktop app with the same id and password used to confirm your subscription.

I found the issue. My photoshop is through another email that is no longer active. I can’t login to Adobe with that email because it is not active. I can’t contact support because I need an active subscription. I do not know why people keep giving the same advice of contacting their live chat support when you need an active subscription but I do not have one therefor I cannot contact them. I have no idea what to do.
