Cannot purchase Behance Pro — region locked to Russia, cannot change country, no card works

Hi Adobe Community,

I'm trying to buy a Behance Pro subscription for my account: https://www.behance.net/fulcrumrocks1

I'm a Ukrainian design agency, currently physically located in Europe. I'm running into three blockers at once and three submissions through the Behance Helpcenter form (over the past week) have not received any response yet.

Issue 1 — Card declined
I cannot link any card. Tested two US-issued cards and one Ukrainian card — all declined at the "add payment method" step. The error says "contact your bank", but I've verified with all three banks that nothing is being blocked on their side and the cards work everywhere else.

Issue 2 — Cannot change region
On the standard payment flow there is no option to change the region to my actual country (Ukraine / current European location).

Issue 3 — Account flagged as Russia
When I enter the alternative flow via About → Services, the final step shows my region as "Russia", which is wrong. I have no connection to Russia. This is likely the root cause of the card declines and the missing region selector.

What I need help with:

1. How do I change the country/region on my Adobe ID from Russia to Ukraine (or my current European location)?
2. Once the region is corrected, how do I link a card and complete the Behance Pro purchase?

    The country associated with your adobe id must match the store you purchase from and must match the payment address. if that doesn't work for you, don't bother proceeding. otherwise, change what's necessary:
