Change to corporate license management?

My company has a number of Acrobat licenses for our users, all of which are registered to the individual email address of the IT person who installed them. These range back to perpetual licenses for 2017 and 2020 Pro, but also include a recently acquired DC lisense. Is there any way to manage all of the company's licenses centrally and distribute them to specific individual users, rather than the current setup?

you would need to end all the subscriptions and start a teams or enterprise license for everyone that you wanted to have a current up-to-date acrobat/license.  that's easy to do and adobe would assist you.

the more problematic issue is the perpetual licensees.  they would either be left behind with their older products and non-centrally managed licenses or start their teams/enterprise licenses with no benefit/consideration for their older licenses. both are easy to do but (obviously) both leave something to be desired.
