Cloud error message

Question

Iconstantly get a cloud download error message. Repair allows it to reload but still get message.(what happpende to adobe chat?) Only option to reinstall cloud appars to have to load and pay for a new one) Is it the reason that photoshop sky replacement and how do I fix this
