Compromised email

Can anyone assist me? I have had my computer and all my accounts including email compromised and no longer have access to it.  It is the username for sign in on Elements and without access to that account, How can I get my Elements download again?
I have the bill complete with purchase order # and Customer # and all the other details but I've finally realized I'm never getting my email account back and would really like access to my Elements account again.  How can I change the username and password and get access to Elements again without access to the email?

why can't you sign into your adobe account?  account.adobe.com

enable 2fa with your phone, not email confirmation.

I've moved this to the Account, Payment, & Plan forum.

Your old email account is only a user name for your Adobe.com account.  So, if you remember your Adobe account password, you should be able to access your account and a download link for all registered software should be present if you follow this link

This is a user to user forum.  So, if you still can't access your Adobe.com account (or, at least the one you used to register Elements), then you need to contact Adobe support.  You can start a chat session by clicking on the blue Contact Us button under the Help and Support menu at Adobe.com. Or you can contact Support by telephone using the numbers listed here: https://helpx.adobe.com/contact/phone.html.
