it's a penalty if you opt for an annual plan (for a lower monthly cost than a monthly plan) and you cancel before the end of your 1 year commitment. (like a car or apartment lease.)
if you wanted to use adobe products for less than 1 year, you should select the monthly plan (that has a greater monthly cost than the annual plan) but does not require a time commitment.
obviously, it doesn't make sense to have a higher monthly cost monthly plan and allow users to opt for an annual plan, pay a lower monthly fee and then cancel after a few months with no penalty.
