How can I contact Adobe? The chat option never shows up.

Has anyone managed to contact a real person at Adobe? I've tried all of the links and I seem to be in an endless cycle. I can't find a single telephone number. I can't even find the chat functionality. I've been double billed and I am trying to resolve it.
