    You will need to purchase from a reseller: https://www.adobe.com/partners/partnerfinders.html  
    Filter to your country on the left hand side, then click Find to see all of the certified resellers in your country.

    try to purchase from adobe first, https://creative.adobe.com/plans

     

    only if what you want is not offered, use an authorized reseller.  if your payment method is not allowed, try another payment method.  if you have no accepted payment methods, use an authorized reseller.
