How to reach a human???????

I have a billing question.  Regardless of what link or menu option I follow, I never find any actual method for contacting a person.  One one page "phone" and "chat" are suggested as options, without revealing how to access them.  On another page there is a blue "contact us" button but the button doesn't actually work.  How do a reach a %$#% human???
