How to reactivate my college accout?

If you delete an account it may be locked forever, or for many months. Not a good idea if you want to use it again !!

If your school is providing the subscription, I think you need to contact your school

As far as deleting an account and then trying to use the same email for a new account... I don't think Adobe allows that
