Hi, I need someone to stop this madness. I need to speak to a human at your corporation, as you have made it impossible to contact one, THUS, I am resorting to writing this. I am continuously being charged on my CREDIT CARD for a charge that was incorrectly CHARGED to my CREDIT CARD all last year, and I had to go through hell to resolve to get you to stop. AND NOW it has started up again THIS YEAR. ALL YEAR. I have not authorized this. I have not ordered this product. It does not show up under my billing history, BUT it is on my CREDIT CARD monthly showing ADOBE is charging me. This needs to get resolved. You need to contact me immediately. I know you have my phone number on file. Call me and ID yourself properly immediately. This is riddiculous at this point. I require the money back and for you to STOP charging me this charge.

these are user forums.  if you need to contact adobe support, there are 2 ways; chat and twitter:

chat:
use a browser that allows popups and cookies
and click here, https://helpx.adobe.com/contact.html?rghtup=autoOpen
in the chat field (lower right), type AGENT
be patient, it can take quite a while to reach a human.

twitter:
tweet @AdobeCare

p.s. if you're contacted by anyone (via email or private message), it's much more likely to be a scammer than an adobe representative. ie, double check for an employee badge if contacted in the forums and look for an adobe.com domain in the email address if you click reply to an email. then check again and be very suspicious. any other method of contacting (or offering to contact you) is almost certainly a scam, https://community.adobe.com/t5/using-the-community-discussions/staying-safe-in-the-adobe-support-community/td-p/12919684/redirect_from_archived_page/true

Mobile apps obtained from Google Play or Apple Store are handled separately.  In such cases, you must contact the vendor you ordered from.

Maybe your card has been compromised without your knowledge.  Have you contacted your bank?

Before you do, make certain you or a family member hasn't ordered an Adobe product under another ID (email).  Your bank will ask you to sign legal papers (an affidavit under penalty of perjury) before closing that card to charges & contacting law enforcement.
