I moved to another country, but I still can't get access

I hope that someone can help me.
I used to live in Russia, but 2 years ago I moved to the European Union (to Croatia). Now I'm trying to change the data in the account - but the system does not allow access to change the place of residence. At the same time, it gives information that access to Adobe products is closed due to my location.
I have completely despaired of finding a way to fix this myself, I need help.
P.S. I have all the documents on hand about my residence, as well as the changed country of residence in the Google account to which the account is linked.
