i want to cancle the plan without paying the fee.

Hi. I've been subscribing to Adobe Illustrator since September 4, 23. I've been using this app well in college class for the pass two months. But starting this month, my college bought me a plan to use all the apps in Adobe with a new account. I want to cancel my subscription because I can study with a new plan, but the fee is too burden to cancel as a student. I'm sorry to bother you, but is there any way to cancel my subscription without paying a fee???

you can ask adobe support. there are 2 ways to contact adobe; chat and twitter (now x):

chat:
use a browser that allows popups and cookies
and click here, https://helpx.adobe.com/contact.html?rghtup=autoOpen
in the chat field (lower right), type AGENT
be patient, it can take quite a while to reach a human.

twitter/x:

p.s. if you're contacted by anyone (via email or private message), it's much more likely to be a scammer than an adobe representative.
