In app notices that too many devices being used to run adobe programs

I clicked "Manage devices" and there were only two listed. The last time I got the notice, two devices and two web browsers were listed. I don't understand how a web browser is a software user. Anyway, I clicked to end the session of one of the web browsers. Today when I got the same notice there were only two devices listed. What gives?

I did that. I have two devices in use and that is how many I am allowed. Yet, I still get the messages. Why do web browsers show up on the list sometimes?
