Hi! I'm a citizen of Azerbaijan and currently I am here. But my computer is in Russia. I would love to download a few Adobe Apps on my computer but not sure if it's possible to do in Russia. What can you advise? Can I download and purchase the apps while I'm here in Azerbaijan, and then after returning to Russia continue using them not just on my phone but also on my computer?

You need access to a compatible Windows or Mac desktop computer to install Creative Cloud.  Make sure your device meets/exceeds the minimum CPU & GPU requirements.  Unfortunately, a mobile phone or tablet isn't sufficient.

  • Windows 11 (64-bit), Windows 10 versions 22H2, 21H2, 21H1;
  • MacOS 13 (Ventura), 12 (Monterey), macOS 11 (Big Sur).

Hope that answers part of your question.

contact adobe support and ask.  there are 3 ways to contact adobe; chat, phone and twitter:

chat:
use a browser that allows popups and cookies
and click here, https://helpx.adobe.com/contact.html?rghtup=autoOpen
in the chat field (lower right), type AGENT
be patient, it can take quite a while to reach a human.

phone:

twitter:
tweet @AdobeCare

p.s. if you're contacted by anyone (via email or private message), it's much more likely to be a scammer than an adobe representative. ie, double check for an employee badge if contacted in the forums and look for an adobe.com domain in the email address if you click reply to an email. then check again and be very suspicious. any other method of contacting (or offering to contact you) is almost certainly a scam, https://community.adobe.com/t5/using-the-community-discussions/staying-safe-in-the-adobe-support-community/td-p/12919684/redirect_from_archived_page/true

The answer is probably no to everything. The whole situation is just a mess and since all payment providers have cut ties with the land of Tsar Wladimir, that alone would be an issue. and no doubt the Internet is being filtered and blocked at every turn just as well, so activation verification and all that may not be possible.
