Lack of Refund upon Plan Change

I was about to cancel my plan. But then I was offered a lowered rate, with the addition of a refund. I ended up signing up for it. But I got charged the lowered rate without getting the refund. So they're telling me that I'm saving money, but I just got double-charged with no refund. 

 

Any idea what to do here? I've already posted a dispute through Paypal, and I've attempted to start a chat with them.
