I'm from Ukraine.
But it’s more convenient for me to use adobe.com
in Russian.
I do not use Creative Cloud desktop app

How to switch the language?
Not the language of the application but the language of the site.

Scroll to the bottom of the page and click Change Region

Choose Russia.
