Merge two accounts

you cannot merge plans.  you can however, cancel one account/plan and add to the remaining account.

because cancelling an annual plan early would trigger a penalty (if you cancelled yourself), you should let adobe support help you so you avoid that cancellation fee.  there are 3 ways to contact adobe; chat, phone and twitter:

use a browser that allows popups and cookies

in the chat field (lower right), type AGENT
be patient, it can take quite a while to reach a human.
