my credit card exceeded the limit so payment didn't go through, but adobe wouldn't let me pause/cancel my subscription without first making the payment, pretty sure you are breeching consumer law here - it's not a nice experience

The only folks who have the ability to fix plan billing or account payment issues is Adobe Customer Care themselves. You should be able to reach them via live online chat:
