Photoshop keeps prompting me to update payment info after changing plans

I was using the Photography Plan for a few months as I wasn't at my video editing PC.

Recently switched back to CC All Applications, but now every single time I open Photoshop, a popup appears prompting me to update my payment method to resume the Photography plan, despite my purchase of the All Applications plan.  There's no option on the popup to change plans or anything.  It even says "Other plans using this payment method: Creative Cloud All Apps" right on the popup.

Other than this popup it works without issue, it's just annoying to close every time, so I'd like to get rid of it if possible lol.  

I've already tried re-installing Photoshop, and signing out then back in on the Creative Cloud client.  My PC has been turned off and back on several times since the issue arose, so nothing there either.
