Problems with installing

I paid my subscribtion for Adobe Photography. However, when I try to download Photoshop or Lightroom the Creative Cloud App tells me I do not have the permission to manage apps, that I should contact my IT administrator. The thing is my Adobe account is not connected to any enterprise or school so the IT administrator is supposed to be me?! Help pls
