Question, why are libraries not eligible for the student/teacher discount?

Hello, a curious question.

 

Why are libraries not eligible for the student/teacher discounted price? I work for a public library, government owned and non-profit, and would be the only one using the subscription. What is used as the official reasoning for what count’s for the Student/Teacher discount? I believe that what I do would be on the lines of the accepted “School administrative offices or boards of education.” Administrative offices are not using it to teach, nor would I, but similarly we would both use it to promote for students. All of my designs are for our free programs/events, most of which are educational for our kid patrons.

 

Again, I am just curious and not demanding anything. 🙂
