credit card issuers don't allow a blocked card to be used in transactions, whether those are charges or credits.

Not sure why you are responding to a 6 year old post as your post is not directly related. Best bet is to create a new post.

But in short, yes, you can get a refund even if the credit card doesn't exist anymore. Ie: Your credit card was stolen and you were issued a new one, and you had a purchase or refund coming in on the old number it is possible for the credit card companies to give the refund to you. But you should be asking that question of your bank or credit card issuer.
