In addition to the two replies from kglad, while Premiere Pro is part of Creative Cloud, Premiere Elements is not. The Pro version is subscription only; the Elements version is purchase only (no subscription).

I suspect your request will need to be done in two parts:

1. Cancel Premiere Pro. If you are within the 7-day trial, it's easy. In addition, you have 14 days to cancel a paid subscription. If it's longer, there is a fee for early cancelation of an annual plan. See details here:

It might be worth asking Adobe Customer Care if the can cancel the fee since you are apply it to another purchase (my opinion only)

you could adk adobe support.  there are 2 ways to contact adobe; chat and twitter (now x):

chat:
use a browser that allows popups and cookies

in the chat field (lower right), type AGENT
be patient, it can take quite a while to reach a human.
