Reach English Support Team

Adobe's English and German support are very different. While the German support is largely incompetent and hardly reachable, the English-speaking one is mostly well reachable and forwards the requests accordingly if it does not get further itself from the beginning.
I don't remember how I used to reach English support. At the moment, only the German one is available to me via the CC desktop (or not, because never reachable).

Which setting should I change to only have to deal with English support right away?

then 

chat:
use a browser that allows popups and cookies

in the chat field (lower right), type AGENT
be patient, it can take quite a while to reach a human.
