REFUND

We checked and found that your subscription has been cancelled after 1 month and 27 days. Refund can be initiated if the subscription is cancelled within 14 days.

Perhaps this is the reason you're not eligible for getting refund. You can get more info here: Understand Creative Cloud subscription terms and refund policies

contact adobe support to discuss.  there are 2 ways to contact adobe; chat and twitter:

chat:
use a browser that allows popups and cookies
and click here, https://helpx.adobe.com/contact.html?rghtup=autoOpen
in the chat field (lower right), type AGENT
be patient, it can take quite a while to reach a human.
