I am trying to access the apps from my creative cloud student plan on a new device but the cloud app on my new laptop is not allowing me to sign in. When I sign into the adobe account website on my new laptop, it also does not show my liscense on my account. I tried deactivating my old device, but the problem still persists.

that above link should be https://helpx.adobe.com/in/creative-cloud/kb/activation-limit-reached-creative-cloud.html

then, if that fails to help and ONLY IF YOUR ACCOUNT SHOWS A SUBSCRIPTION WITH NO PAYMENT PROBLEMS, proceed to these steps -

https://helpx.adobe.com/enterprise/kb/resolve-trial-and-license-expired-errors.html

and if that fails, https://helpx.adobe.com/download-install/kb/adobe-license-issues-keychain-credential-mgr.html

additionally, below are solutions some users reported:

if those all fail, change your cc language. eg, try international english

if that fails, change the install location
