Two Step Verification Insanity

I have two-step verification turned off (!), but Adobe ignores this and keeps sending me verification codes by email every time I try to log into the behance or fonts.
If I attempt to turn the e-mail two-step verification on (to turn it off, becauce maybe it's stuck or sth), I get forced to provide a phone number on top of the email address. 

Seriously, Adobe, you're not a bank. How do I turn the two step off, if - according to the setting in my user account - it's already off.
