Unable to contact Adobe support

I have tried several times to change my subscription. When I do  I receive the message unable to process request and to contact support. The virtual assistant dialogue box is non responsive. Please advise.

    I am sorry you are unable to reach us. I do show that your new subscription is active. If your school or organization manages the device or network you are using, then the inability to use your individual subscription or contact us could be by design.     do you have a payment probelm shown at https://account.adobe.com ?

     

    if not, try using a mobile phone's updated non-opera browser with wifi disabled to change your subscription (https://helpx.adobe.com/manage-account/using/change-plan.html)

    What happens with the chat? Can you try with a different device/network.
