Upgrade to Creative Cloud not updating

I just upgrade my plan from Indesign to Creative Cloud pro, it processed through my paypal and I can see it updated on my online account when I log in but Creative Cloud desktop won't update and I can't access any of the apps to download. It keeps saying I need to upgrade still and I got the receipt of payment and invoice number for it all.

 

I need to access these apps asap so can someone tell me what is going on.

Also to add I have signed out and signed back in, I have done all the recommended steps in help. Can someone look into my account and tell me why

update your cc desktop app

sign out and then back in to your cc desktop app

Done all of that still no luck
