What comes with the plan

Hi all, I hope this is the right place. I'm sure I haven't posted here before. 

Anyway, a long time ago I had a subscription to the Photography lan, that ended, I didn't renew, but now I have started the Lightroom 1TB plan. 
My question is, under the "Essential on your plan" area, one thing there is Photoshop express. It gives me the option to add to mobile, but when i do I don't have access to premium features. I'm guessing then that though it's there and offers me the download, it's not actually part of my plan, but a restricted app purely for upsell? 

Any help appreciated.
