What is this new deal for a yearly Creative Cloud plan?

Just received a message on Twitter that Adobe is offering a yearly plan for $29.99 a month for all apps to new and current users. I tried to click through to get the deal and it says I already have a plan for $52.99. Can current users get this deal or not? $52.99 is just too expensive for a home user.

    In other words, what was stated exactly in the terms? Usually those types of offers are "available to first-time subscribers..."
