why are adobe creative cloud files in the mac root directory

This question has been asked many times over many years and never answered that I can find.

Moving this to Adobe Creative Cloud community. -- where exists only a circular reference to the question, but no answers. You can't even find the question posed in this community, If I have missed it, PLEASE provide me with a link.
