Why this error and can't I opt for extended regions with my existing Adobe ID? "This code is from a country or region that does not match your Adobe ID."

I live in Canada but travel overseas often. I get an 12mo Adobe Express subscription with my Airtel cell phone plan there.  When I tried to activate it using my existing Adobe ID, I get this error: "This code is from a country or region that does not match your Adobe ID." 

The only solution it recommends is to call customer support or create a new Adobe ID.  Is there an option to add a region to my existing Adobe ID that I can change in my existing Adobe Account profile, or do I have to call and bother Adobe support for this?  My thought is that my Adobe ID should enable me global access, no? Adding another Adobe ID account is just more stuff to manage.

    I appreciate your interest in our services and sorry for any confusion you have encontered redeeming your Adobe Express code that was included with your Airtell cell phone plan.

    I can confirm you have no active subscriptions so you can use the steps listed at https://helpx.adobe.com/x-productkb/policy-pricing/change-country-associated-with-adobe-id.html to switch your current account to the country where you want to redeem the offer.

     

    It is not possible to set up an account for two different countries so you may want to create a new account in the other country if you plan to still use our services in Canada, ​@research associate.

     

    I would also recommend verifying that the offer you are attempting to claim can be used in Canada, ​@research associate. The offer may be specific to the country where the Airtel service is provided.
