I'm having the same problem. "You don't have access to manage apps". I've spent hours trying to get Adobe Photoshop to download an install on my MacBook Pro running Mojave. There's something blocking setup. I've used the cleaner tool, and restored ACCC. restarted, checked security and privacy, restarted etc.

What kind of plan do you have -- Individual, School lab, Business Team or Enterprise?  If the latter 3, contact your IT department for assistance.

Ladyiofnj, what type of Creative Cloud membership are you using? Are you installing the software on a computer and network that you maintain?
