About license legality in online key store

I want to know if buying a licence for all the programs in an online key store is legal? It is a permanent licence, but don't know if it is legal, the page says it is.

there's no permanent license for current adobe cc apps, legal or not. ie, for current apps that would be a scam.

 

for older cs5, cs5.5 and cs6 apps, there are permanent licenses, but yes, they would illegally sold and, if used, illegally used unless they come with an adobe license transfer that must be jointly obtained by the seller and buyer.  that's possible with an individual to individual sale, but no online store is doing that.
