I've never encountered this before

I can log in to my account but can't access the apps from there

does your account show that you have an individual subscription, https://account.adobe.com

 

if yes, sign out and then back in to the cc desktop app using the same adobe id/password used to check yoru account, https://helpx.adobe.com/download-install/kb/activate-deactivate-products.html

 

if you have a teams or enterprise or education subscription, contact your admin.
