Adobe Creative Cloud Account Transfer via usb ish

I’m currently facing challenges transferring my Adobe Creative Cloud apps to my new Mac.

The initial installation was done using a USB by a tech person at my school, which may have led to some complications. As my school is currently on break, I’m seeking guidance on how to link the Creative Cloud apps to my school account on the new Mac as when i log into the account with my school all apps are said to need a request and i have previously done so with no prevail. The first computer was a windows and im really confused on what is should do. i can give more details if needed
