Can't download neural filter

I can't download Neural Filters (Mac mini M4, Tahoe 26.2, PS27.3)... a download icon appears very briefly, but then closes again automatically without any error message.

I see that this exact problem has been asked about many times, but I can't find a solution for my case, tried everything. I am the only user of the Mac, so I have all the rights... I have also tried different connections, but it just doesn't work… Has anyone an idea?
