Constant error 113 when trying to update about 1/2 of apps

Windows 10 Pro 19045.5247 (all updates applied)

Try downloading an update.

For the past few months I will get an ERROR 113 (cannot reach servers) when trying to update various creative cloud apps (e.g. lightroom classic, or bridge, photoshop, etc) - usually after about 2-8% - while some apps update immediately. I absolutely do not have any firewall issues (since it eventually works w/o changing the firewall), I do NOT have connection problems to the internet at that moment - which I can prove because other things can run simultaneously. I have tried the insane registry hacks Adobe recommends to no avail, as well as deleting the temp directories the files download into.

What is up. Is Adobe puposely just not serving the files? Each time I have had problems it has taken weeks and suddenly works.

The previous failure that finally magically resolved itself today was Bridge 15, so I thought I'd update lightroom classic, and there is goes again ERROR 113 after 8%.

Seriously, what is going on? Why am I now paying 2x what I was paying 2 years ago, and I can't even get the files?

Same problem here: Installed cc on two different computers. Updates were incredible slow for the last year but worked. Since several days updates dont work at all. I get no error message but error 113 appears in the error logs. Disbaled antivirus and no firewall installed.
