I accidentally denied Media Encoder acess to my desktop folder, I want to give it acess again but every step and reset and reinstall doesn't regive it acess or even gives the popup to ask for premission again. how do I get this fixed?

I accidentally denied Media Encoder access to my desktop folder, I want to give it access again but every step and reset and reinstall doesn't re-give it access or even gives the popup to ask for permission again. how do I get this fixed?
