Links panel and desktop files

Hello. I am working on a file that I haven't opened in a few months and it has broken links. When going to relink all instances of the missing files, the links panel closes and the libraries panel opens. I don’t have my file assets saved in a library, they are saved to a corporate cloud that I access on my desktop. I can’t seem to find my local files when relinking files.

Has this system changed recently? Are we being forced to use Adobe libraries? 

Dumping 4 tb into Abobe Cloud is not an option.

EDIT> Blast, it would seem I was trying import from libraries. This function is working normally, my issue is resolved,
