Looking around on Adobe site, and I see a huge gap in website development tools... What happened?

Confused by lack of Adobe tools for website development. Looking for suggestions on a web builder tool where I can self-host the finished site. I dumped Dreamweaver some years ago as it became too buggy and slow. Not excited by VS Code and Bootstrap anymore. Been building sites for 20+ years - now I'm looking for speed for mostly simple sites (aka: not commerce). 

Looking around on Adobe site, and I see a huge gap... What happened?

Adobe Express looks to be too light-weight.
