Photoshop cannot communicate with Creative Cloud desktop version.

Today when I opened Photoshop, I suddenly received a warning message saying that Photoshop could not communicate with Creative Cloud Desktop. Later, I launched Creative Cloud as an administrator, and then I was able to open Photoshop. What happened?

1. This issue was resolved yesterday. I opened the same Adobe Creative Cloud drive yesterday, downloaded and installed it again, and it's been working perfectly ever since.

2. Why does this problem occur on both desktops and laptops?


conjecture:

 

if the cc desktop app updates and an app (eg, ps) doesn't get that info, when opening the app it may look for the older version.  failing to find that cc desktop version, you get that message.  restarting your computer somehow helped the app identify the installed cc desktop version.

maybe the cc desktop app wasn't finding your local credentials.

@kglad My Photoshop UP was still there; I hadn't done anything. Adobe Creative Cloud kept asking me to download and update it again, but after restarting my computer, it worked fine.

resetting the cc desktop app and/or restarting your computer are common solutions to a variety of problems.

 

what caused your problem, i don't know  but i'm glad you fixed it.
