use the cc desktop app to uninstall ps including preferences.

 

update your os

 

update your virtual c++ versions

 

repair your virtual c++ versions

 

restart your computer 

 

reinstall ps

doesn't help, adobe's agents via chat and via remote control of my pc were trying whole day with such solutions and weren't suscesful,.

that's a problematic statement (which is no fault of yours) but gives the impression that everything non-major has been tried and has failed.

 

in that situation:

 

1. backup your data

2. reformat your os system hard drive

3. reinstall your os

4. update your os

5. restore your data

6. install the cc deskstop app reset the cc desktop app using the "alternative download links" at the bottom of the page at https://helpx.adobe.com/download-install/kb/creative-cloud-desktop-app-download.html

use the desktop app to install your cc programs/trials

NOTE: win 11 users that have trouble with the latest win 10 installer often have success with the older win 10 installer.
