Screen Messed Up when Remoting In

When I need to remote in to my computer and work on a project, as of Tuesday, I get this screen. I don't even really know what to call it, but I can't see anything enough to work. It appears this way in both Premiere and After Effects and just the in preview/program window and the compostion window. When I export a project it looks fine. Has anyone ever had this issue before, and knows how to fix it?

Side note: I know the one photo has offline media, I am not asking about that and when I linked the media I stilll had the screwed up screen so that did not fix the issue either.
