Unable to install Lightroom app

Lightroom will not install in my Creative Cloud subscription. I keep getting this message:

Adobe Application Manager, required to start your trial, is missing or damaged.

Please download a new copy of Adobe Application Manager from

I've delete and reinstalled Creative Cloud to no avail. Any suggestions??
