Why are " " replaced by an exclamation point when a magazine was downloaded?

What causes this? Thank you!

(p.s. character replacements are usually due to a font issue. eg, you don't have the font used in the document.)

Not sure if it's a reader quesiton? Just odd that a pdf would do this?
