16GB RAM Windows 11 and Adobe CC Programs lag while little to nothing else is open.

Hi All, has anyone else been experiencing this issue? I followed many YT videos to try to fix the high amount of memory usage and read posts about changing settings within each Adobe program as well. You name it I've probably tried it (outside of having to take it to a professional and pay stupid amounts of money). I have also scanned for malware and viruses and have not found any. I have an HP Spectre from 2021, It's iCore7 and has 16GB RAM and yet it is often sluggish when using Adobe programs. As a test, I currently have a low-quality image and one tab open in Chrome and 57% of my memory is running. I need these programs to work remotely and it has been affecting my productivity. I'm desperately in search of anything that will fix this.

I've also considered reverting back to Windows 10 since I have heard 11 uses a lot of memory but I'm not sure if that would work either. Any help would be helpful!
