No matter what I do adobe doesn't stay disable any adobe products from launching at startup.
I've tried:

Creative Cloud Settings (everything is disabled)

Task Manager
Services Boot and diabled all adobe products
Startup Tap
Details Tap and Ended Processes Tree

-but when I restart my computer all Adobe apps load like Creative Cloud, CCL, CCXP, Core Sync, 2 Creative Cloud Helper, AIPCB, Notification Manager for ACC.

Did you find any resolution to Adobe programs taking over at start up? I have the same problem and attempted to disable at start up just as you did. That has not stopped them from starting up and running in the background constantly. It is constantly crashing my new Dell laptop. Dell support is telling me to uninstall everything by Adobe, after they trouble shooted my system and concluded it is all the Adobe programs at start up. Any suggestions?
